There are some specific structures that are used in English to talk about actions that make reference to the past. These structures are different from tenses such as simple past or past perfect for example. Let's take a look:
She could have dicided to leave the house to her grandson. In this example we are talking about something that was possible in the past, but didn't happen. It follows the structure could have + past participle.
They should have left some money to their younger daughter. This example represent a critic of someone's behaviour in the past. It follows the structure should have + past participle.
Some people would have changed their minds. In this example we imagine something in the past that didn't happen. It follows the structure would have + past participle.
There are other expression like:
He neeedn't have given his car to Sam. (He gave the car to Sam when it was not necessary.)
All the familiy decided that they didn't need to keep all the money so they make some donations. (they didn't keep the money because they thought it wasn´t necessary)
We can also talk about abilities:
He could read before he was 7 years old.
We were able to give $1.000 to a non profit organization for poor people.
